1 pound ground beef

4 cups beef broth

1/2 teaspoon red pepper flakes (optional)
Salt and black pepper, to taste
9 ounces cheese tortellini (fresh or frozen)
2 cups fresh spinach
1/4 cup grated Parmesan cheese (for serving)
Instructions:
