Ingredients:
1 lb ground beef or shaved steak
1 onion, diced
1 bell pepper, diced
4 cups diced potatoes (peeled if desired)
2 cups shredded cheddar cheese
1 can condensed cream of mushroom soup
1/2 cup milk
1 tsp garlic powder
1 tsp onion powder
Salt and pepper to taste
